Fundamental reform of the ad valorem tax system is necessary. The current system favors commercial real eastate which is grossly under-assessed in relation to true market value, placing the tax burden on residential property owners. Rep. Michael Villarreal (San Antonio) is sponsering HB 133 which will require full-disclosure of sale prices in real estate transactions, thus putting fairness and equity back into the system. Full disclosure already exists (defacto) in the MLS system. Villarreal's legislation is intended to shine-the-light on commercial property sale prices.
